Born in 1965.
Completed the Moscow State University of Civil Engineering, Faculty of Industry and Civil Engineering.
Since 1989, took the positions of an Engineer, Head of Department, Chief Engineer at Neft Dashlari (Oil Rocks) Oil and Gas Production Department, 28 May Oil and Gas Production Department and "Khazardenizneftgaztikinti" Trust.
Since 1997, took the positions of the Head of "Khazardenizneftgaztikinti" Trust, and since 2003, the Director of the Heydar Aliyev Baku Oil Refinery.
In 2005-2022, served as President of the State Oil Company of Azerbaijan Republic (SOCAR).
Appointed Deputy Minister of Economy by the Presidential Order of the Republic of Azerbaijan dated February 10, 2022.
MP of the Milli Majlis of the Republic of Azerbaijan of III, IV and V convocations.
In 2015, awarded the Order of Glory by the Presidential Decree of the Republic of Azerbaijan.
Married and has 2 children.
