Born in Baku on September 19, 1976.
In 1992 was admitted to the International Law Faculty of Baku State University and graduated with honors in 1997.
In 1997-1998 obtained Master's Degree in Law from the McGeorge School of Law, University of the Pacific (Sacramento, California, US), and in 2004 - a Master's Degree in Economics from the Azerbaijan State Economic University.
Since 1999 Member of the New York State Bar Association. Began his career in the banking sector in 1995, in 1999-2002 worked as a lawyer in a law firm and in the private sector.
By the Order of the President of the Republic of Azerbaijan dated February 20, 2004 was appointed Deputy Minister of Economic Development.
By the Order of the President of the Republic of Azerbaijan dated March 6, 2009, was appointed Head of "Icherisheher" State Historical and Architectural Reserve under the Cabinet of Ministers.
By the Order of the President of the Republic of Azerbaijan dated April 19, 2013 was appointed Minister of Education of the Republic of Azerbaijan.
By the Order of the President of the Republic of Azerbaijan dated December 5, 2017 was appointed Minister of Taxes of the Republic of Azerbaijan.
By the Order of the President of the Republic of Azerbaijan dated October 23, 2019 was appointed Minister of Economy of the Republic of Azerbaijan.
