The Appeals Council of the Ministry of Economy is a collegial body that hears complaints about decisions, other actions or inactions of legal entities assigned to the Ministry, maintains or manages the shares of the Ministry's structure, subordinate institutions that are not included in the structure of the Ministry, which are the founders of the Ministry, in relation to the entrepreneurial activity of natural and legal persons performing entrepreneurial activity, and operates on a public (free) basis.
In its activity, the Appeals Council complies with the Constitution of the Republic of Azerbaijan, the Law of the Republic of Azerbaijan "On Administrative Proceedings", other laws of the Republic of Azerbaijan, acts of the President of the Republic of Azerbaijan, "Appellate Councils of Central Executive Authorities" approved by Decree No. 762 of the President of the Republic of Azerbaijan dated February 3, 2016 and the Model Regulation and other normative legal acts.
The Appeals Council bases its activities on the principles of legality, transparency, collegiality and impartiality.

Activities of the Appeals Board of the Ministry of Economy
Pursuant to the Decree of the President of the Republic of Azerbaijan "On the Expansion of the Functions and Structure of the Ministry of Economy of the Republic of Azerbaijan" dated October 23, 2019, the Appeals Council of the Ministry of Economy and the Secretariat of that Council were formed in a new composition. The Appeals Council formed in a new composition began operating in September 2020.
In 2023, the Appeals Board received 141 complaints. The complaints were reviewed in accordance with the requirements of the legislation.
Administrative and methodological work
Within the framework of the consideration of cases in the Appeals Council, in order to protect the rights and legitimate interests of citizens, as well as entrepreneurs, the circumstances that gave rise to complaints are discussed and recommendations are formulated to eliminate them, ensure legal certainty, optimize administration, and their implementation is monitored in the relevant manner.
