Ministry of Economy of the Republic of Azerbaijan announces an open tender for the purchase of stationery and household goods

The Ministry of Economy of the Republic of Azerbaijan announces an open tender for the purchase of stationery and household goods.

Only micro, small and medium business entities can participate in the tender held through e-procurement by applying the open tender method according to Article 50-1.1 of the Law of the Republic of Azerbaijan "On State Procurement".

Bidders are suggested to enter https://www.etender.gov.az/ through their electronic signatures on the single internet portal of public procurement (Portal) and get detailed information about the tender. They must have the necessary financial and technical capabilities to fulfill the contract.

Payment of the participation fee can be made only through "ASAN payment". Those who want to participate in the competition, after entering the competition, should click the "Make ASAN payment" button and pay the participation fee of 250 manat through the relevant link. The participation fee is not refundable under any circumstances.

Bidders must submit the following documents through the portal to participate in the tender:

  1. Confirming document on payment of the participation fee;
  2.  Official information about the bidder's experience in similar areas (amount of contracts in thousand manats);
  3.  Official information about the bidder's material and technical capabilities;
  4. Official information about the bidder's personnel capabilities (CVs of specialists to be involved in the execution of works);
  5.  A certificate from the relevant tax authority about the absence of overdue obligations regarding taxes and other mandatory payments in the Republic of Azerbaijan; 
  6. A certificate from the relevant tax authority on the absence of cases of non-fulfillment of the duties of the taxpayer established by the Tax Code of the Republic of Azerbaijan during the last year (not taking into account the period during which the claimant stopped his activity);
  7. A copy of the financial report approved by the tax authorities about the applicant's activity in the last year;
  8.  Bank statement about the claimant's financial situation in the last year;
  9.  Bidder's full name, legal status, charter, country of registration and bank details (copies of claimants' legal documents must be notarized);

10. Certificate that the bidders themselves, as well as their managers and employees, have not been convicted of a crime during the 5 years prior to the initiation of the procurement procedures, or their professional activities have not been prohibited by court due to misrepresenting the qualification indicators for the conclusion of the procurement contract, or their professional activities;

  1. Information about the subcontractor who will sign the contract for the execution of the work (if any).
  2. Information about the bidder's website.

Documents must be issued in the Azerbaijani language. Bidders can address questions related to the tender to the procuring Organization through the Portal. The tender procedure will be conducted in accordance with the Law of the Republic of Azerbaijan "On Public Procurement". In order to participate in the tender, the bidders must submit the tender offer and other required documents, except the bank guarantee of the tender offer, by 01.04.2022 at 14:00 and they should submit the bank guarantee documents with the tender offer (the amount of the tender bid must be submitted in manat and must be valid for at least 30 banking days after the date of opening the bids) ilə bank təminatı (Bank guarantee in the amount of 1% of the value of the tender bid must be more than 30 banking days after the validity period of the tender offer) through the Portal by 14:00 on 11.04.2022. Bidders' proposals will be opened on 12.04.2022 at 14:00. Bidders can get acquainted with their results through the Portal.

Note: Participation in the tender, evaluation of the tender and all other procedures are carried out only electronically via the Portal.
