The Fourth Industrial Revolution (4IR) represents a new stage of development driven by the rapid advancement of digital technologies and their widespread application across various sectors. The convergence of artificial intelligence (AI), big data analytics, robotics, the Internet of Things (IoT), 3D printing, and other advanced technologies is fundamentally transforming economies and industries worldwide.
The Center for Analysis and Coordination of the Fourth Industrial Revolution (4SIM) was established by a Presidential Decree of the Republic of Azerbaijan on 6 January 2021 to strengthen the country's position in the era of technological transformation, maximize the benefits of emerging technologies, and coordinate cooperation with international organizations in the field of the Fourth Industrial Revolution. The Center coordinates Azerbaijan's collaboration with international organizations active in this area and oversees the analysis and coordination of digital economy initiatives, strategies, projects, and policy challenges.
On 21 January 2020, during the World Economic Forum (WEF) Annual Meeting in Davos, President of the Republic of Azerbaijan Ilham Aliyev and WEF President Børge Brende signed a Letter of Intent on establishing the Azerbaijan Center of the World Economic Forum's Centre for the Fourth Industrial Revolution (C4IR) Network. Based on this agreement, Azerbaijan's C4IR Center was established as the first center of its kind in the CIS region. Since 1 April 2021, 4SIM has coordinated the activities of this Center.
4SIM collaborates with other WEF centers and global platforms focusing on artificial intelligence, machine learning, the Internet of Things, urban transformation, digital trade, and the digital economy. Within these platforms, the Center implements initiatives across multiple sectors of the economy. It promotes the adoption of Fourth Industrial Revolution technologies, delivers education and awareness programs, conducts research on industrial and digital transformation, prepares studies and roadmaps for the deployment of emerging technologies, and cooperates with international organizations, academia, and the private sector to facilitate knowledge exchange.
A research publication prepared by 4SIM presents successful applications of Fourth Industrial Revolution technologies across various sectors of the economy. The publication is designed to strengthen business management strategies and promote the efficient use of resources.
To address the growing demand for high-performance computing, the Ministry of Economy is developing a supercomputer infrastructure to support complex economic modelling, large-scale data analytics, and artificial intelligence applications. The infrastructure is also planned to support the development of the National Spatial Data Infrastructure, investment modelling, scientific research, and other analytical activities. In addition to public institutions, private sector organizations and civil society representatives will also be able to benefit from this infrastructure.
In response to the rapid development of digital technologies and the challenges of Industry 4.0, 4SIM is implementing the Industry 4.0 Readiness Programme. The programme aims to enhance the competitiveness of domestic enterprises by supporting the integration of Industry 4.0 technologies, improving operational efficiency, and fostering innovation, thereby contributing to the overall development of Azerbaijan's economy. Within the programme, participating enterprises undergo technological readiness assessments based on internationally recognized methodologies, receive digital transformation roadmaps, and benefit from financial and expert support. Participation is free of charge, and individuals and legal entities may apply through the industry4.az platform.
4SIM also implements educational initiatives to strengthen knowledge and skills in Fourth Industrial Revolution technologies and prepare a competitive workforce for the labour market. In 2023, the Center launched the 4SIM Academy project in cooperation with the Education Development Fund under the Ministry of Science and Education. During its first year, 10,000 participants received free access to courses on Coursera, the world's largest online learning platform, and participants who successfully completed their studies earned more than 4,200 internationally recognized certificates.
On 1 April 2025, 4SIM and the Education Development Fund launched the National Programme under the 4SIM Academy initiative. During the one-year programme, Azerbaijani citizens were granted free access to up to 18,000 courses offered on Coursera by nearly 350 leading universities and global technology companies, including Oxford, Stanford, Yale, Duke, the University of London, the University of Edinburgh, the University of Manchester, the University of Michigan, Johns Hopkins University, the University of Illinois, the University of Florida, the University of Sydney, as well as Microsoft, Google, Meta, IBM, AWS, Oracle, GitLab, Intel, SAP, and Salesforce. In addition, 2,500 courses were translated into Azerbaijani with subtitles, while 15 courses were fully dubbed into Azerbaijani.
By 31 March 2026, more than 87,000 people had enrolled in the programme regardless of age or employment status, with over 56,000 participants actively using the platform. During this period, participants enrolled in more than 321,000 courses, and nearly 108,000 courses were successfully completed.
According to programme analytics, participants showed the greatest interest in courses related to management, artificial intelligence, data science, and business. Information and analytics ranked second in terms of enrolment, while education and language skills ranked third
