Born on February 1st, 1970, in Baku.
In 1990 graduated from the Baku branch of the Leningrad Institute of Finance and Economics named after N. A. Voznesensky, and in 2000 – the Law Faculty of Baku State University.
In 1990-1992 served as a state tax inspector at the State Head Tax Inspection of the Ministry of Finance.
In 1992-1996 served as the Head of the International Taxation Department of the State Head Tax Inspection.
In 1997-1999 served as the Head of the Department "On work with major taxpayers" of the State Head Tax Inspection.
In 2000 - 2004 served as the Head of the Tax Policy and Revenues Head Administration of the Ministry of Finance of the Republic of Azerbaijan.
From 2004 till January 14, 2026 – served as the Deputy Minister of Finance of the Republic of Azerbaijan and the Chairman of the Commission for Budget Revenues Forecasting.
In accordance with the Order of the President of the Republic of Azerbaijan dated January 14, 2026, was appointed the Deputy Minister of Economy of the Republic of Azerbaijan.
Married, with three children.
