United Nations specialized institutions
The Republic of Azerbaijan is a member of UN since 2 March 1992. During these years, our country has been closely involved in the activities of various UN institutions and represented in wide specter from the General Assembly to the expert level of the organization. The Republic of Azerbaijan was selected as a temporary member of the UN Security Council for the period of 2 years in 2011. In terms of the improvement of the economic relations and integration of Azerbaijan to the organization, United Nations Industrial Development Organization (UNIDO), United Nations Economic Commission for Europe (UNECE), The United Nations Special Programme for the Economies of Central Asia (SPECA) and The UN Economic and Social Commission for Asia and the Pacific (UNESCAP) can be noted.
United Nations Industrial Development Organization (UNIDO)
General information. UNIDO was established by the UN General Assembly in 1966. Since its establishment, UNIDO keeps solving the issues related to the industry with governments, business associations and private companies. On 1 January 1986, UNIDO became a specialized institution of the UN for contributing to the industry development and cooperation. As of 2019, 169 States are members of UNIDO.
Objectives. The main objectives of organization are to support industrial development in the developing and transition countries, improve competitive industry production, help to create international industry partnerships, strengthen development of socially fair and eco-friendly industry.
Cooperation with Azerbaijan. The Republic of Azerbaijan is a member of the UNIDO since 1993. In 2000, Azerbaijan signed "Memorandum on cooperation in the field of industrial development". In 2005, "Framework Program on cooperation during 2005-2010" was signed between the organization and Azerbaijan. Many projects in various fields, as well as increasing efficiency of energy, developing national industry statistic programs, supporting SME, improving environmental issues and many other projects were implemented by the organization in Azerbaijan. In July 2010, General Director of Organization Kandeh Yumkella visited Azerbaijan.
On 17-18 April 2012, a regional conference related to the industrial parks was held by UNIDO in Azerbaijan.
On 26-27 November 2014, an international conference on the topic of "Main trends of the industry policy in XXI century, modern approach and experiences" was held in Baku. In the conference, the Frame Program related to the cooperation with UNIDO during 2014-2018 was signed by the Minister of Economy Shahin Mustafayev and UNIDO’s Director of Department on business, investment, and technology services Mohamed Lamine Dhaoui. UNIDO, together with the Ministry of Economy implements the regional project on "Acceleration of comprehensive and continuous industry development in new Silk Way economic pipe: use of the potentials of the industry parks in Azerbaijan, Tajikistan, Turkmenistan, and Uzbekistan".
17th session of UNİDO was held during 17 November – 1 December 2017, in Wien. The deputy minister of economy participated in the event.
Negotiations with UNİDO on the extension of the implementation period of the Framework Program of Cooperation between 2014 and 2018 for the next 4 years have been initiated.
The United Nations Economic Commission for Europe (UNECE)
General information. UNECE was established in 1947. Headquarter is in Geneva.
Objectives. The main objectives of Commission are to promote economic cooperation between Pan-European economic integration and member countries, achieve sustainable development goals, and implement projects aimed at results.
Cooperation with Azerbaijan. Azerbaijan is a member of the Commission since July 30, 1993.
Representatives of the Ministry of Economy attended the 6th session of the Economic Cooperation and Integration Committee of UNECE in Geneva on February 12-14, 2014.
On April 14-16, 2015, the 66th session of UNECE on the theme "Preparation for Sustainable Development in Transformation" was held in Geneva. Representative of the Ministry of Economy and Industry attended the meeting.
On October 26-27, 2016 an international conference of UNECE "Activity in the direction of economic integration and sustainable development for UNECE region by 2030" was held in Minsk, Belarus. Deputy Minister of Economy took part in the event.
On 22-23 November, 2016, UNECE Executive Secretary visited Azerbaijan. The main purpose of the visit was to attend the 11th session of the SPECA Economic Forum and Governing Council held jointly by UNECE and the Ministry of Economy.
The workshop “On promotion of big and innovative enterprises in Eastern Europe and Caucasus” held with the organization of UNECE on 5-6 March 2019 in Minsk, Belarus was attended by the representative of the Ministry of Economy.
The 13th meeting of the UNECE Committee on Innovation, Competition and PPP held on 25-27 March 2019 in Geneva was attended by the representative of the Ministry of Economy.
The United Nations Special Programme for the Economies of Central Asia (SPECA)
General information. SPECA is a mutual event between transitioning countries of Central Asia and the UN. Objectives and directions of the Programme was mentioned in Tashkent Declaration, signed on 26 March, 1998.
Participants. United Nations Economic Commission for Europe (UNECE), UN Economic and Social Commission for Asia and the Pacific (UNESCAP), Azerbaijan, Kazakhstan, Tajikistan, Kyrgyzstan, Turkmenistan, Uzbekistan and Afghanistan.
Objectives. The main objectives of Programme are to strengthen sub-regional cooperation in Central Asia and its integration into the world economy, attraction of foreign resources and financing priority problems, enhancing the adoption of norms and standards of the UNESCAP and UNECE in regional countries.
Cooperation with Azerbaijan. Azerbaijan was admitted to the Program at the 4th session of the Regional Advisory Committee held in Bishkek on 28-29 November 2002. The first meeting of the Program Management Board and Business Forum was held in Baku in 2006. A Ministerial Meeting was held in Baku on 1-2 December, 2010 on the initiative to join the Trade Assistance Mechanism, proposed by the Ministries of Foreign Affairs and Economic Development in 2007.
On November 26-28, 2012, the seventh meeting of SPECA Governing Council, including the 7th Session of the Trade Project Working Group and the Economic Forum were held in Bangkok, Thailand.
On July 8-11, 2013, an event was held on the project of trade facilitation of SPECA member states in Geneva, Switzerland. At the event, national action plan was reviewed and discussions were held on the drafting of a more improved form for 2014.
On November 19-22, 2013, the 8th session of the Steering Council and SPECA Economic Forum were held in Almaty within the framework of the "SPECA Week".
The 6th session of the Trade Committee on February 10-12, 2014 and the 8th session of the Economic Cooperation and Integration Committee in Geneva were held on February 12-14, 2014. Representatives of the Ministry of Economy participated at the events.
A delegation led by Deputy Minister of Economy and Industry participated at the meeting of the SPECA Economic Forum and Governing Council, held on November 10-12, 2015 in Dushanbe, Tajikistan.
In 2016, Azerbaijan chaired SPECA. The 11th meeting of SPECA Economic Forum and the Governing Council was held in Ganja on November 22-23, under the co-chairmanship of the Ministry of Economy of the Republic of Azerbaijan and UNECE.
The Economic Forum of SPECA was held in Dushanbe, Tajikistan on 5-6 December 2017. The Representatives of the Ministry of Economy attended the 12th Session of the SPECA Governing Council.
The representatives from the Ministry of Economy participated at the meetings of SPECA Working Group of Trade, Economic Forum and the Governing Council dedicated to the 20th anniversary of SPECA which were held in Almaty, Kazakhstan on 19-21 September, 2018.
On 20-21 November 2019, 14th session of Governing Council and the next SPECA Economic Forum will be held in Ashgabat. Representatives of the Ministry of Economy are expected to attend at the event.
The UN Economic and Social Commission for Asia and the Pacific (UNESCAP)
General Information. The Commission was established in 1947. Azerbaijan is a member since July 31, 1992.
Participants. There are 53 members and 9 associate members.
Objectives. The main objectives of Commission are to promote economic cooperation among member countries, to implement projects aimed at results, to provide technical assistance and strengthen capacity.
Cooperation with Azerbaijan. The Republic of Azerbaijan regularly publishes the UNESCAP Economic and Social Review on Asia and the Pacific.
On July 6-8, 2010, a joint window exercise in the CAREC region was held in Baku.
On July 9, 2010, a unique window and business process analysis capability seminar was held in Baku.
On 24-25 November 2011, a regional seminar on cooperation and information dissemination in Central Asia for flood risk reduction and sharp weather events was held in Baku.
On December 3-4, 2013, Baku hosted an expert consultation on Asian Information Super Highway and regional connection.
On November 10-11, 2015, a member of the Ministry of Economy attended the UNESCAP Working Group on Enhancing Financial Cooperation for Closing of Infrastructure Gaps in Region Countries.
On February 2-3, 2016, UN delegation led by UN Deputy Secretary General, UNESCAP Secretary-General Shamshad Akhtar visited Azerbaijan.
On May 5-19, 2016, Deputy Minister of Economy attended UNESCAP’s 72nd session held in Bangkok, Thailand.
Representative of the Ministry of Economy participated in the 2nd sub-regional seminar of UNESCAP held in Almaty, Kazakhstan, on 26-30 September 2016.
UNESCAP’s 73rd session was held in Bangkok, Thailand, on May 15-19, 2017. In the event, Deputy Minister of Economy represented Azerbaijan.
A representative of the Ministry took part in the 2nd Ministerial Conference on Regional Economic Cooperation and Integration in Asia and the Pacific, which was held in Bangkok on November 21-24, 2017.
